PELAKSANAAN MANAJEMEN ORGANISASI PELAYANAN KEMANUSIAAN BERBASIS PENDEKATAN HUMAN RELATIONS DI PANTI PELAYANAN SOSIAL NGUDI RAHAYU KENDAL

Abstract

Peningkatan prevalensi Orang Dengan Gangguan Jiwa (ODGJ) di Indonesia mempertegas urgensi peran Panti Pelayanan Sosial (PPS) dalam rehabilitasi psikososial. Penelitian kualitatif deskriptif ini bertujuan menganalisis manajemen Organisasi Pelayanan Kemanusiaan (Human Services Organization) berbasis pendekatan human relations di PPS Ngudi Rahayu Kendal melalui observasi, studi dokumentasi dan wawancara terhadap 15 orang informan. Temuan penelitian menunjukkan bahwa kepemimpinan inklusif dan partisipatif menjadi faktor determinan dalam memitigasi emotional labor petugas lini depan serta meningkatkan akseptabilitas pimpinan dan kebahagiaan kerja kolektif. Sinergi organisasi diperkuat oleh koordinasi solid antara pemimpin formal dan informal melalui forum diskusi rutin. Uniknya, penelitian ini menemukan resiliensi profesional di mana norma negatif kelompok tidak mengintervensi produktivitas; internalisasi kode etik profesi berfungsi sebagai "kompas internal" yang menjaga standar kinerja secara mandiri. Produktivitas juga didorong oleh orientasi layanan yang berpusat pada klien (client-centered) dan sistem penghargaan non-ekonomi. Selain itu, efektivitas kolaborasi eksternal mengoreksi asumsi "sistem tertutup" pada teori human relations klasik dengan mengonfirmasi pengaruh signifikan lingkungan makro terhadap kinerja organisasi.
