ANALISIS FACILITATIVE LEADERSHIP DALAM MEMBANGUN KEPERCAYAAN STAKEHOLDER PADA KEBIJAKAN PEMBATASAN HIBURAN DI TULANG BAWANG
Abstract
The policy of limiting nightlife hours in Tulang Bawang Regency faces challenges in the form of low trust (distrust) between the government and community stakeholders. A coercive, top-down approach has proven ineffective in a policy context rife with conflicting interests and social values. This study aims to analyze the role of facilitative leadership in building trust between actors in collaborative governance and to identify supporting and inhibiting factors. This research employed a descriptive qualitative method with a case study approach. Data were collected through in-depth interviews with key informants, principal informants, and participatory informants, as well as analysis of related policy documents. The results indicate that facilitative leadership plays a crucial role in building trust through strategies of empowering vulnerable actors, consistent enforcement of regulations, and strengthening dialogue and deliberation between the government and the community. Key supporting factors include leadership commitment, a shared interest in maintaining social order, and interdependence between actors. Meanwhile, inhibiting factors include power imbalances and a history of past conflict. This study confirms that facilitative leadership is a key element in the success of collaborative governance in sensitive and controversial public policies.
