IMPLEMENTASI PROGRAM KETAHANAN PANGAN DI DESA SINDANGSARI, KECAMATAN CIRANJANG, KABUPATEN CIANJUR
Abstract
Ketahanan pangan desa telah menjadi salah satu prioritas kebijakan nasional dalam pemanfaatan Dana Desa untuk meningkatkan kesejahteraan masyarakat perdesaan. Penelitian ini bertujuan menganalisis implementasi kebijakan program ketahanan pangan dalam pelaksanaan anggaran Dana Desa di Desa Sindangsari, Kecamatan Ciranjang, Kabupaten Cianjur dan mengidentifikasi faktor penghambat serta upaya yang telah dilakukan. Penelitian menggunakan pendekatan kualitatif dengan metode fenomenologi transcendental untuk memahami pengalaman dan realitas implementasi kebijakan di tingkat desa. Pengumpulan data melalui wawancara mendalam dengan pemangku kepentingan yang terlibat dalam pelaksanaan program. Hasil penelitian menunjukkan bahwa pelaksanaan program ketahanan pangan di Desa Sindangsari secara administratif telah mengikuti ketentuan prioritas penggunaan Dana Desa, namun secara substansi belum sepenuhnya memenuhi kriteria ideal implementasi kebijakan. Analisis menunjukkan bahwa program relatif sesuai dengan karakteristik lingkungan agraris desa, tetapi masih terdapat kelemahan pada kapasitas pelaksana, ketepatan sasaran penerima manfaat, serta kejelasan proses pelaksanaan. Kendala utama implementasi berkaitan dengan keterbatasan kualitas sumber daya manusia, belum tersedianya prosedur operasional yang terstandar, dan lemahnya sistem informasi yang mendukung penentuan sasaran program.
