THE ROLE OF STREET-LEVEL BUREAUCRATS IN THE IMPLEMENTATION OF THE CILIWUNG RIVER NORMALIZATION POLICY IN SOUTH JAKARTA
Abstract
This study aims to analyze the role of street-level bureaucrats in implementing the Ciliwung River normalization program in South Jakarta and to identify the factors that support and hinder the performance of that role. This study employs a qualitative approach with a descriptive-analytical design. Data were obtained through in-depth interviews with informants directly engaged with the community, field observation, documentation study, and current news reports. Informants were selected purposively from implementing officials, coordinating officials, related institutional actors, and affected communities. Analysis was conducted through data condensation, data display, pattern identification, and conclusion drawing and verification, supported by source and technique triangulation. Street-level bureaucrats act as policy translators, administrative implementers, facilitators and mediators who interact directly with the community, connectors among actors, and users of bounded discretion. This role is important because the implementation of the river normalization policy takes place within a fragmented authority structure and a fairly complex land administration process. Supporting factors identified include regulatory clarity, division of authority, institutional capacity, verification mechanisms, coordination, and public communication. Inhibiting factors consist of administrative complexity, the lengthy resolution of some cases, authority fragmentation, document-related problems, community uncertainty, and high coordination demands.
